Research direction

Start with the New-GuestConfigurationPolicy command and reproduce the issue using the provided arguments, then inspect the generated out.json guestConfiguration.version value. Trace the cmdlet's handling of PolicyVersion and compare it with the expected 1.0.0 format. Done means the generated policy preserves the supplied version and can be used for Azure deployment.

Description

Originally raised in the PowerShell/PowerShell repo by @dxk3355 in issue https://github.com/PowerShell/PowerShell/issues/24221

Steps to reproduce

Create a guest configuration policy zip file and upload it to azure storage blob. Run the command below

New-GuestConfigurationPolicy -PolicyId (New-Guid).Guid -ContentUri 'YOUR_URI_HERE' -DisplayName 'DisplayName' -Description 'Description' -Path "out.json" -Platform "Windows" -PolicyVersion "1.0.0"
Expected behavior

The version number needs to be 1.0.0 or in a similar format, true is not acceptable to Azure for the zip file to be used. The deployments will fail with errors like

Actual behavior

The output json that is created has a the guestConfiguration block with the version set to True. But when this is copy and pasted into a new Azure Policy in the azure portal and then you attempt to deploy the deployments will fail.
