use_google_docs triggers delay for students with no fresh data.

Assessment
This issue has not been assessed yet.
Description
When use_google_docs is set to true there is a substantial slowdown on the document fetch. It appears that it is waiting for the full timeout for each doc to be returned, possibly doing so serially, this is causing the dashboard to load slowly. This is based on code that has been updated from the main branch.
