Description
Right now a failure dies after 100ms (APSW setting), with retries at 2, 4, 8, 16, 32 milliseconds (sqlite's default). So really, it fails at 62 ms, not 100ms
The Rails team says that causes periodic misses for a write, but a flat growth rate is better in their experience. 1ms is their choice.
