Research direction

Start by locating the existing zookeeper and local-file storage implementations and tracing their read/write paths. The work is complete when configs can be pulled from and committed to a GitHub repository, with repository-backed versioning preserved for reads and writes.

Written by the indexing model from the issue text.

Description

In addition to zookeeper and local files, we should add the ability to store configs in a github repo and have reads/writes pull/commit to the repo.

Storing configs in git would give us automatic versioning, and github comes with a cloud storage that everyone already knows how to use.
