Windows 使用终端执行命令时，希望将左下方的终端面板拖到右侧，便于同时查看代码和命令输出。目前用户反馈该工作流仍无法完成。现有 #1185 已关闭，但其中 Windows 对齐阶段尚未解决本需求，因此需要独立跟踪 Windows 后续实现。

提供类似 IntelliJ IDEA 的工具窗口停靠交互：可将终端面板从底部/左下方拖到右侧，并可移回原位置。拖动过程中提供明确落点，取消拖动不改变布局；移动不应重启终端进程或丢失当前会话、输出、输入及工作目录。
