NPS feedback pop up doesn't interrupt workflow

Never popup. Certainly not for ratings. I come to source graph for work, not to give feedback.

Background

The reason NPS surveys are shown after 30 days of usage is because we didn't want it to show up once per month, especially if a user is only using Sourcegraph a few times per month. We estimated that 30 days of usage would map to requesting feedback every 45-90 days (depending on how often the user interacts with Sourcegraph). The pop up is also NEVER shown on a search result or file page, so it will not interfere with active searches.
