There's currently a temporary welcome window: https://github.com/sindresorhus/Plash/blob/a6aa255e4561ddc7f49a2b5a2aa1f46939cc8d7f/Plash/AppDelegate.swift#L103-L113

But it would be nice to have a better looking welcome window made in SwiftUI.

The current temporary welcome window is defined in AppDelegate.swift (lines 103-113). Review that snippet to understand the current implementation. Then design a SwiftUI based welcome window, possibly using a .sheet or a separate window. Look at macOS design guidelines for welcome screens. The issue does not specify exact design, so propose a clean, native feeling UI.
