`one-click-pr-or-gist` varies default by `enter` vs `cmd-enter`

Which action will be triggered by keyboard?

If you're in the title field and press enter, it's Draft If you press cmd-enter, it's a regular PR

Expected behavior

• they should have the same behavior
• the chosen button should have a cmd+enter shortcut visible
  • like #9494

Now I guess we need to decide which one is the better default. 🤷‍♂️
