Libraries page does not use localization correctly

Actual Behavior

Switching to any language besides English on the library directories page https://p5js.org/libraries/directory/ results in 404

Expected Behavior

Localization should work (in some cases content will still fall back on english, but there should be no 404s)

Steps to reproduce

Switching to any language besides English on the library directories page https://p5js.org/libraries/directory/ results in 404. Problem both on main and on v1; PR should fix main and if possible to apply it to v1, that would be good.
