[marketing] Reach out to other RUGs to publicize the event

I think we can do a better job at reaching out non-italians (and italians!).

Just founds these 2 RUGs from Hamburg, and maybe reaching out to organizers to publicize rubycon for 5-10m and get some Q&A could go a long way to get more tickets?
