For some reason it only caches the crate downloads, but they are still fully rebuilt: https://github.com/matejc/niri/actions/runs/17018576618/job/48244398407#step:6:37830

@matejc had tried to fix it for a while in #2072 but couldn't figure it out. Help would be very much appreciated in figuring this out.
