What you would like to be added?

Create a dedicated guide in https://sdk.kubeflow.org/en/latest/ for local development covering local backends, when to use, limitations and examples, how to switch between local and Kubernetes backends with minimal code changes, debugging tips for each backend etc.

Similar to what @Fiona-Waters has previously added https://www.kubeflow.org/docs/components/trainer/user-guides/local-execution-mode/

Why is this needed?

The current documentation mentions these backends briefly but doesn't provide enough detail for users to effectively use them
