[Security Solution][Bug] Count not displayed with the titles of rule gaps histogram

描述
Describe the bug: User is not able to see the count with titles on hovering over the bars of rule gaps histogram.
Kibana/Elasticsearch Stack version:
VERSION: 9.1.0
BUILD: 87162
COMMIT: 951bc75b27116e5be51f1b0a8d262e7e89d58009
Browser and Browser OS versions: Google Chrome Version 137.0.7151.104 (Official Build) (64-bit)
Pre conditions:
- Kibana v9.1.0 snapshot must be present.
- Rule gaps must be available for the rule.
Steps to reproduce:
- Go to Dashboards > [Elastic Security] Detection rule monitoring
- The rule gaps histogram is visible as per the selected time and space.
- Hover over the bars of the rule gaps histogram and observe that user is not able to see the count with titles.
Current behavior: Count not displayed with the titles of rule gaps histogram
Expected behavior: Correct count should display with the respective title when user hover over the bar of rule gaps histogram.
What's working: The correct count with labels displayed and for other histograms, the count displayed with titles on hovering over the bars.
