[APM] Anomaly detection: Clicking on the status badge `warning` for an ML job will go to the Jobs Management page but there's no link indication

Description of the problem including expected versus actual behavior:

When I click on the status badge for a unhealthy ML job it will go to the ML jobs management page for the selected job, but there's no link indication on the badge.

Steps to reproduce:

1. Go to Anomaly detection settings page to view the jobs table
2. One of the jobs should have an unhealthy state
3. Hover and notice there's no indication of link, then click on the badge and it will send you to the jobs mgmt page
4. The tooltip advises to click on the Management jobs link, but in reality clicking on the badge works just fine
