描述

The only way a DiagnosticsSuppressor can be disabled is now using a separate ruleset. Rulesets were replaced with .editorconfig for all but suppressors.

Can the code at AnalyzerManager.IsDiagnosticAnalyzerSuppressed be updated to (also) look at the .editorconfig?
