Context

Initial discussion around this proposal is at #262. It was discovered that default Hyrax workflow "Comment only" option will confuse the communication with a user.

Proposal

As discussed with @IAlferink we agreed that following things should happened before Service will be trialed with a real user deposits.

• Remove "Comment only" option
• Create dedicated How to deposit a Summary help page. This will include information about request changes communication
• Change default change request email footer information. It should point to the help pages with specific section about workflow communication.
