show reclaim coutdown (as quivalent to the construciton countdown)

Description

While reclaiming large wrecks like epic tzars or big structures like lolcannos it would come in handy to have a reclaim countdown shown that displays how long the entire reclaim would take. As a counterpart to the build countdown that tells you when a structure is going to be finished.

Why?

When reclaiming live structures like solar panels or fusions, it would be nice to know approximately when I can expect the metal to return again.
