Adding Page replacement algorithms in Operating Systems Memory mangement section.

Details:

As of now there are now there are no page replacement algorithms in in either CPP or Python except for one and that is LRU and in C. I plan on adding more page replacement algorithms in both Python and CPP. @AdiChat please assign this issue to me.
