Add Tictactoe program in Backtracking

Details:

I guess program TicTacToe solver would be great to add in backtracking section, the algorithms follow backtracking and check all possible on a given tic-tac-toe matrix and prints best possible move. I'll be sending PR fro c++ one with readme according to another folders.
