Broken Proposer filter

Following #3714 i noticed that the Proposer filter doesn't work. I can type a member handle, the only option is All and on enter the field is cleared without actually filtering.

I see a very easy option to just set the input on state and match the list against it. However with pagination another QN request may be needed.

Edit: There's a little delay until members are suggested, however those don't seem to be based on actual proposers but all members. For example i got a faint memory that months ago dmtr created a proposal and want to find it.
