[Feature]: Add an option suggestOnly

Is your feature request related to a problem? Please describe. I don't want the ai system manipulate my cluster in any way. We already have a way of deploy the things using argocd and another repos where to make the changes. I know that it's gonna ask for confirmation every time. But I just want to save the time to say No every time and skip this step to go straight to: Show me the modification in the config so I can paste it straight on my argoCD repo.
