UI: `H` key shortcut is double assigned (due to navigation shortcut being hardcoded)

Problem description

Using the keyboard to assign horizontal constraints is bugged with the H key being assigned that function, as well as moving the sketch to wherever the cursor happens to be on the screen. I've looked in the options, key bindings, and everywhere I can think of but can't seem to find how to reassign or disable the "center on cursor" function.

I could potentially reassign the horizontal constraint, potentially, but that's just not as intuitive. Having the option somewhere obvious to disable moving the sketch/screen around would be much more friendly.
