Currently on #organization/user-list-admin (Organization settings -> Users) we use "Unknown" to denote a last active time more than three weeks ago:

Better would be to replace the "Unknown" with "*" and put the following at the bottom of the page: * not active in the last 3 weeks

I don't think we want to go the "*" route, but changing it to "3+ weeks ago" (or whatever is accurate) seems like an improvement.
