[platform] make the set home directory step idempotent

We have a step in ansible today that tries to make sure the home directory is owned by its owner. However, this step checks to see if the user exists first, and if the user exists, it'll skip this step.

We should change this to just checking if the home directory is owned by its owner, if not, go ahead and make it so.

This would reduce the number of errors or intermittent results that we are currently getting when nodes are reused.
