[Visual] Different border colors and radii for cards on the home scree

Prerequisites

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

The store overview/stats card on the home screen has a different border color and radius from other cards on the page.

Expected behavior

All cards on the home screen look the same. We can copy the desired appearance from Inbox or Things to do next.

Actual behavior

The store overview/stats card on the home screen has a different border color and radius from other cards on the page.

Steps to reproduce

1. Go to the Home screen.
2. Find the overview/stats card.

Isolating the problem

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.
