Show also the value ranges on the right, like here: image

Note, if scr.utf8=true is enabled, the ruler line should use vertical Unicode line character to be continuous. Also there is no need to name the axes. And no need for horizontal ruler, just vertical one.

The main implementation resides in the histogram output code, likely in libr/core/ or similar. Adding a ruler requires computing column positions and printing vertical bar characters. When scr.utf8 is enabled, use Unicode vertical line (U+2502) instead of ASCII. Examine the existing histogram loop for integration.
