[CI] Run load tests

Load tests are currently being run in the contrib repo only, but there are a few important test cases that cover core components only. They trigger only when we upgrade core dependencies in the contrib repo, which happens not that often. We need to find a way to run load tests covering core components on every PR in the core, hopefully not introducing significant delay to the overall CI time.
