Complete Local Name vs Shortened Local Name

It looks like device names always end up in the Shortened Local Name field. I'd like to be able to specify that it be placed in the Complete Local Name field.

Filtering on device name using Web Bluetooth on a Mac does not seem to work with the Shortened Local Name field but it does work with the Complete Local Name field. Hence the need to have some control over how device name is advertised.
