Opening a similar but not quite duplicate (MWAHAHAHA) issue for visibility

Steps to reproduce the bug

Steps to reproduce the behavior:

  1. Disable 'Fade or slide ToolTips into view' in Performance Options, Visual Effects from Control Panel image

  2. Hover over something in an app that uses WinUI (or even easier, the system XAML as they have the same bug) to trigger a tooltip

Expected behavior

follows setting. also see #816

Investigate how tooltip animations are triggered in WinUI. Likely the Tooltip control in the source code uses animations that should be conditional on the system's 'Fade or slide tooltips into view' setting. Check the SystemParameters or UISettings API to read this setting. Possibly modify the Tooltip's visual state to skip animations when the setting is disabled. Look at the existing issue #816 for additional context.
