Opening a similar but not quite duplicate (MWAHAHAHA) issue for visibility
Steps to reproduce the bug

Disable 'Fade or slide ToolTips into view' in Performance Options, Visual Effects from Control Panel

Hover over something in an app that uses WinUI (or even easier, the system XAML as they have the same bug) to trigger a tooltip
Expected behavior
