Description

If you try to create a channel using Cyrillic characters Mattermost ignores them.

Steps to reproduce

Create a channel using Cyrillic characters it doesn’t build out the URL

If you add a Latin character at the end it will allow you to create the channel but you can see in the URL that it still ignores the Cyrillic

Expected Behavior

Mattermost should encode the Cyrillic characters or convert Latin when trying to create the Channel/URL
