As pointed out over at PretzelCA/partydiscord#4

Static versions of the party parrots would be useful for when animated gifs cannot be used, of course this wouldn't work with some party parrots but the majority of them could have a static counterpart.

The static parrots could be put in a separate folder to keep the parrots organized.

The existing animated parrots are likely in the repository under an 'img' or 'parrots' folder. Creating static versions would involve taking frames from the GIFs or creating still images.
