Opt-in model for reporting errors/exceptions

One of the major advantages to being a hosted service is that you could allow users to automatically report errors. For eg, if we had information on serialization errors and data size issues we could easily prioritize between these issues. Without this data we are making guesses often, and in some cases based on some user's reporting issues.

This could be a flag in the funcX global config, with a large banner at the setup letting users know that we recommend turning it on.
