Title: Use PathMatcher once hidden_envoy_deprecated_regex is removed

Description: For the TODO in https://github.com/envoyproxy/envoy/pull/10010. We should use the PathMatcher for regex matching once the old hidden_envoy_deprecated_regex is fully removed from Envoy.
