Would be useful to be able to specify the output format of the cfn templates. YAML is a lot more readable in my opinion and also allows comments.

Investigate the current template output mechanism in stacker. Likely in the code that generates CloudFormation templates, currently outputting JSON. Implement an option to output YAML using Python's `yaml` library. Ensure comments are preserved if possible. Test both output formats.
