@zealws recommended we update the s3 uri to use the latest version (gene_norm_20250801143023.sql.tar.gz) in the docs

We might also consider adding a warning that using old dumps may be incompatible with newer versions of the normalizer (at least until we change the structure of how we're storing dumps. Probably want to tie DB releases to API versions?)
