Option to Publicly Share Quotes

Part of the social aspect of GoodReads is being able to post and browse quotes publicly, which also helps those browsing the book to get an idea of whats inside. Combine this with federation and I think there's the potential to create a good system for aggregating quotes. Currently the way quotes function is that you're only able to see your own, which helps for note-taking but isn't necessarily "social" IMO.

IIRC mouse mentioned that this could raise some issues w/rt to harassment but I think having an option (off by default) to share quotes Private/Local/Federated would help solve that so that way people can pick the privacy setting relevant to them.
