Is it possible to make Trivy write the invocation startTimeUtc and endTimeUtc properties to the SARIF output report?

I haven't been able to find anything about manipulating the contents of the SARIF output unfortunately.

Rationale: we want to monitor that SARIF reports are current.

Locate the SARIF report generation code in Trivy, likely under `pkg/report/sarif/`. Add the `startTimeUtc` and `endTimeUtc` fields to the `invocation` object. The start time should be recorded at the beginning of the scan, and end time at completion. Ensure timestamps are in UTC ISO format. Write tests to validate the new fields appear in the SARIF output. Check existing comments in issue #3226 for any additional guidance from maintainers.
