Similarly to Google Analytics, add support for Cloudflare Web Analytics

When setting up

enable_google_analytics: false
cloudflare_analytics: <CF-WEB-ANALYTICS-TOKEN>

the Cloudflare Analytics tracking script will be inserted to the webpage.

To implement this feature, you need to add a `cloudflare analytics` field to the ` config.yml` file. Then, in the HTML head layout (likely ` includes/head.html`), you should conditionally include the Cloudflare Web Analytics script tag when that field is set and `enable google analytics` is false. Refer to the existing Google Analytics implementation for a similar pattern.
