Brightness resets to normal when opening Windows Quick Settings panel (first toggle only)

Steps to reproduce

• Launch LightBulb and ensure it is actively controlling brightness.
• Set brightness to a lower level (e.g., 30–50%).
• Open Windows Quick Settings panel (Win + A).
• Observe the brightness slider behavior and screen brightness.
• Close the panel and re-check brightness level.

Details

• Expected behavior: Brightness should remain at the value set by LightBulb. Opening Quick Settings should not override or reset the brightness value.
• Actual behavior: - On the first time opening Quick Settings after setting a low brightness: Screen brightness briefly returns to default/normal level. - After closing and reopening or adjusting again: Behavior stabilizes and brightness stays correct.
