[Feature request] Add blacklisting apps option to route settings

Currently, the route settings page is based on whitelisting applications. THe route is only applied to selected applications. Blacklisting would allow to not apply the route to the selected applications.

It would be nice to have a blacklisting option as well, similar to how it is in Settings > Route Settings > Apps VPN mode. Proxy, the whitelisting option here passes the apps traffic through the proxy, and Bypass, the blacklisting option disables passing traffic through the proxy.
