Extend the BaseRepository to support: getByFilter(..., {offset: x})

Currently, BaseRepository support getByFilter(filters, {limit:100}), we need to add: getByFilter(filters, {limit:100, offset:100}), by passing in offset:100 we will select the data and skip 100 records then fetch the data.
