Description

Jira Link: DB-2202 The PostgreSQL 11 documentation describes the FETCH clause thus:

[ FETCH { FIRST | NEXT } [ count ] { ROW | ROWS } ONLY ]

And it describes the FOR UPDATE clause thus:

[ FOR { UPDATE | NO KEY UPDATE | SHARE | KEY SHARE } [ OF table_name [, ...] ] [ NOWAIT | SKIP LOCKED ] [...] ]

But the YB doc for SELECT is missing these clauses altogether.
