Jira Link: DB-1142 We have various flags for tracing, but not a simple one line tool to use for a general case.

Research direction
Investigate existing tracing flags in the YugabyteDB codebase, likely in configuration and server code. Look at files like src/yb/server/tracing.cc or similar to understand current mechanisms. Then design a simple CLI tool, possibly in shell or C, to toggle tracing on/off. Refer to any existing tools in the repository for pattern.
