Shipping Zone save changes button gets greyed out

Prerequisites (mark completed items with an [x]):

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug After adding a Shipping Method to your Shipping Zone, the Save Changes button gets greyed out. You then need to remove the Zone Region and add it again for the button to become clickable. The changes do save automatically without clicking it, however, you would expect the button to stay clickable.

Expected behavior The Save Changes button should be clickable (blue)

Actual behavior The Save Changes button becomes greyed out and unclickable. It does actually save but you would still expect the button to be clickable.

Steps to reproduce the bug (We need to be able to reproduce the bug in order to fix it.) Steps to reproduce the bug:

1. Go to WooCommerce > Settings > Shipping > Add shipping zone
2. Add a Zone Name, Zone Regions, and then add a Shipping method
3. You should then notice that the Save Changes button gets greyed out and removing the Zone Region and adding it again fixes it.

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.
