Start at the existing "Copy comments" button and trace how its output is produced and handled. Add a way to import that output after the server restarts, preserving the original comments so further comments can be added; verify the imported comments remain available.

Description

I might have comments from a previous session but I want to go back and add more comments (after I've shut down the server), with the original comments all still there. To that end, it'd be nice to be able to take the output of the "Copy comments" button and import it back in.
