Research direction
Examine the CSSOM View specification (https://drafts.csswg.org/cssom view/) for step (2) of offsetX/Y. Investigate Blink and Gecko source code to determine if they implement that step. Compare with WebKit if possible. Propose a spec change or clarification based on findings.
