The s3 singleton service has following issue when starting
com.vmware.vip.messages.data.conf.S3Config.getAccessKey(S3Config.java:91) - java.security.InvalidKeyException: IOException: null

at sun.security.rsa.RSAKeyFactory.engineGeneratePublic(RSAKeyFactory.java:241) ~[?:?]
at java.security.KeyFactory.generatePublic(KeyFactory.java:351) ~[?:?]
at com.vmware.vip.common.utils.RsaCryptUtils.getPublicKey(RsaCryptUtils.java:61) ~[vip-common-0.1.0.jar!/:?]
at com.vmware.vip.common.utils.RsaCryptUtils.decryptData(RsaCryptUtils.java:45) ~[vip-common-0.1.0.jar!/:?]
