Contributor guide

Research direction
Review the existing Helm chart templates and values.yaml to understand the structure. Then add a new template for PodDisruptionBudget (pdb.yaml) and update values.yaml to allow configuration. Ensure the PDB is conditionally created based on a flag. Test with helm lint and helm template.
