Description
Per the OpenJS project onboarding checklist, VIs.gl will need to create a project charter that is approved by the CPC.
As always reach out if you need help.
Note that I have an open question about whether we need separate charters for Deck.gl, Hubble.gl, Loaders.gl, Luma.gl, and R.eact-Map.gl . If you think of vis.gl as being inclusive of all these, one charter might be appropriate.

- Draft a charter based on template
- Per instructions, file an issue in the CPC repo for review and approval
- Publish the charter in this repo
