Description

For when you dismiss the notification, you'd want to have it in the Menu, this is how most apps do it, ex. Atom

Research direction
Check the existing menu setup in the main process file (likely src/main.ts or similar). Look for how the menu is defined and add a new item 'Restart & upgrade' under the appropriate submenu. Ensure it triggers the restart/upgrade functionality that already exists when the notification is dismissed. Reference the Atom documentation for how they implement it.
